There is generally a "tug of war" between the federal laws and state laws concerning medical marijuana. On the one hand, the federal government makes it a crime to cultivate, possess, or use marijuana for any purpose. Generally, in cases where federal laws and state laws collide, federal law prevails, and users of state-authorized medical marijuana may still be arrested and/or prosecuted.
The following is a list of legal medical marijuana states that have legalized medical marijuana and established a state medical marijuana program. Each medical marijuana state that has outlined a medical marijuana program allows for approved medical marijuana patients to receive a medical marijuana recommendation from a licensed physician, apply for a State-issued Medical Marijuana ID Card, grow medical marijuana and/or purchase medical marijuana for medicinal use per each states medical marijuana guidelines.

THE FOLLOWING IS A LIST OF TOPIC'S ABOUT THE DEBATE ON USAGE
The Marijuana Debate - Is It Beneficial?
There are several positive effects claimed for medical marijuana, among them stimulating hunger, easing gastrointestinal distress, relaxing muscles, reducing nausea, mitigating pain and lowering eye pressure. While studies have proven several of these benefits scientifically, some observers feel that the potential dangers of marijuana outweigh its benefits as a treatment plan.
Critics of medical cannabis cite its high potential for abuse and the many studies showing its harmful effects on the brain; they also object to the practice of smoking in general as carcinogenic. One response to this criticism has been to develop other methods of administering the drug. The most widespread of these is as inhaling it through a vaporizer, which extracts and heats the active constituents in marijuana without reaching the temperature at which they ignite so that no toxic compounds or irritants are generated. An adequate amount of THC is still delivered into the bloodstream by the vaporization method.
"The evidence is overwhelming that marijuana can relieve certain types of pain, nausea, vomiting and other symptoms caused by such illnesses as multiple sclerosis, cancer and AIDS -- or by the harsh drugs sometimes used to treat them. And it can do so with remarkable safety. Indeed, marijuana is less toxic than many of the drugs that physicians prescribe every day." -- Joycelyn Elders, MD Former US Surgeon General Editorial, Providence Journal Mar. 26, 2004
"Smoked marijuana damages the brain, heart, lungs, and immune system. It impairs learning and interferes with memory, perception, and judgment. Smoked marijuana contains cancer-causing compounds and has been implicated in a high percentage of automobile crashes and workplace accidents." -- John Walters Director, Office of National Drug Control Policy Syndicated editorial Mar. 2002
